In 1854, the great German historian, Leopold von Ranke, identified one of the crucial differences between the British and American understandings of what a constitution is in a private lecture to Maximilian, the king of Bavaria: “By abandoning English constitutionalism and creating a new republic based on the rights of the individual, the North Americans introduced a new force into the world.
